April 2026 Update – Crystal Lake, Illinois

 

Recent HOA Meeting Summary

Our most recent HOA meeting was held on April 16, 2026, with strong homeowner participation. Thank you to everyone who attended and continues to support the community.

HOA Financial Update

  • Annual HOA Fee: Remains at $287 (no increase)

  • Reserve Balance: ~$66,000

  • Target Reserve Goal: $80,000–$90,000

  • Emergency Contingency: $50,000

  • 2025 Dues Collection: 92% participation (66 of 72 homes)

The Board is actively working on strengthening reserves while keeping costs stable, and cleaning up areas needing maintenance.

 

Miller Road Improvement Project

You may have noticed work beginning along Miller Road.

What’s Being Done:

  • Cleaning up flower bed edges

  • Covering exposed tree roots

  • Applying fresh mulch (approx. 2 inches)

  • Trimming overhanging trees along sidewalks

  • Replacing select trees

Purpose:

This project is focused on improving the overall appearance and curb appeal of the subdivision, particularly on areas that have become overgrown or uneven.

 

Who Is Responsible for What? (Important Clarification)

There has been some confusion regarding ownership vs. maintenance responsibilities.

HOA Maintains:

  • Berms

  • Drainage easements

  • Landscaping easements

  • Detention / retention areas

City Maintains:

  • Water infrastructure (within utility easements)

Homeowners:

  • Generally DO NOT maintain easement areas

  • Must NOT alter easements without HOA approval

Key Point:

Even though these areas may appear to be part of a homeowner’s property, the HOA is responsible for maintaining them per KGW Covenants. The current Miller Road work falls under this responsibility.

 

Maintenance Plan Moving Forward

  • Alternating schedule:

    • Miller Road landscaping (Year 1)

    • Retention pond maintenance (Year 2)

  • Continued cost-saving measures (e.g., reduced mowing frequency)

 

HOA Website & Communication Improvements

  • New HOA website now live

  • Features include:

    • Online payments

    • HOA documents (bylaws, covenants)

    • Meeting updates

  • 81 visits in the past 30 days

  • Email list growing (22 opted-in residents)

Future newsletters will include QR codes to make access even easier.

 

Additional Decisions & Updates

  • Tree replacements approved (~$1,390)

  • Landscaping cleanup budget approved (~$5,200)

  • Exploring new banking options for better reserve management

  • Evaluating interest-bearing accounts for HOA funds
